The Atlassian suite (of which Jira is a part) centralizes user management across all its apps — removing a user in one application deletes them from all the other apps as well. This also applies to using Jira's Remove a User offboarding action.

Offboarding a user from Jira (but not from other Atlassian apps)

If you wish to offboard a user’s Jira account while keeping their other Atlassian accounts intact, do the following:

1. Run an offboarding workflow on the user.
   
   
   
2. Click Delete on Remove User From All Groups and Remove a User actions.
   
   
3. Click Edit Action under the Remove user from Specific Group(s) entry.
   
   
4. Select the Jira user group from the list and click Save Task.
   
   This approach ensures that the user is removed only from Jira, while preserving access to other Atlassian applications.
